Constitution of Business Councils

A Moroccan Council (under the auspices of the CGEM) and a counterpart employers council are constituted respectively in Morocco and in the country concerned in order to ensure liaison and consultation between the economic circles of the two countries, to facilitate access to commercial information and allow its centralization and dissemination to CGEM members.

  • Each Council is made up of representatives of the business world. Board management methods are set separately in each country;
  • Each Council is autonomous in its own field of action while collaborating and cooperating closely with the other Council.


Each Business Council is headed by a President and has at least five members appointed by the latter and chosen from among the members of the CGEM up to date of their contributions.

The President of the Business Council is appointed by the President of the CGEM for a term of 3 years renewable once by decision of the President of the CGEM. His function can not be combined with that of President of another Business Council.

Criteria for Appointment of the President:

In order for a Chairman of the Board of Directors to carry out his mission, he must meet a number of criteria, including:

  • To be a member of the CGEM and up-to-date dues;
  • Have a sense of commitment and be available to carry out the activities of the Business Council;
  • Operate, as part of his professional activity, in the relevant market and have in-depth knowledge of the specificities and approaches to be adopted.


The Business Council represents the body in charge of the promotion of economic exchanges through the identification of opportunities to strengthen economic exchanges and investment between operators of the two countries as well as possible obstacles to trade.

  • The President constitutes the office in consultation with the President of the CGEM, chairs the meetings, initiates and executes all the communication actions as well as all the missions and events falling within the prerogatives of the Council and in is the spokesperson;
  • A secretariat ensures the drafting and dissemination of minutes of meetings, the centralization and synthesis of the work of the working committees and assists the President in the organization of all events in cooperation with the foreign counterpart concerned and the various potential partners;
  • Each Business Council must set up working committees with a sectoral logic allowing the development of specific roadmaps for each sector identified;
  • Sub-commissions can also be set up to manage more transversal themes (Trade, Investment …).

The Chairman of each Commission is responsible for presenting to the Bureau of the Business Council the conclusions of the work and the actions to be taken. The Council Office draws up priority actions and monitors their implementation.

Among the members of the board and in order to facilitate the access to the commercial information and to allow its centralization and diffusion to the members, each Business Council will have to take care to have, as much as possible:

  • A Moroccan president;
  • A Moroccan operator based in the relevant market;
  • A foreign operator from the country concerned based in Morocco.

Action plan :

The President of the Business Council submits a draft annual action plan as part of the overall strategy of the CGEM.

To this end, and for the sake of efficiency and harmonization, he is called upon to consult the members of the Board he chairs as well as the various bodies of the CGEM, in particular the sectoral federations and thematic committees. The draft action plan is then subject to the prior agreement of the CGEM President.

As soon as the action plan projects are drafted, a meeting is organized to review the submitted action plans, coordinate them and propose the necessary improvements.


  • Identify any difficulties that may hinder the strengthening of economic relations between the two countries;
  • Suggest concrete solutions to overcome these difficulties, including through the development of texts and regulations in force, for example;
  • Propose new ways of industrial, commercial and financial cooperation;
  • Exchange information with the foreign counterpart on the financial and economic situation of each country, bilateral exchanges, industrial cooperation, investment opportunities …
  • Organize meetings between the delegations of entrepreneurs of the two countries;
  • Promote Morocco as a land of investment, economic, commercial, technological exchanges
